i didn't see anything about using the PM feature in the forum rules.
does anyone know why i can't PM?

You don't see "reply" on it? Or a Quick Reply box?

Go to the "User CP" option at the top left in the blue bar
Go to "Edit Options"
Go down to "Messaging and Notification"
Go to the "Private Messaging" section
Check "Enable Private Messaging"
Let me know if it did or didn't work for you.

no i didnt. it just had the option for deleting. never had this problem on any other forum haha. ill try what you just suggested right now.

There is a sticky at the top of this page that talks about PM's. It says that you have to be here 5 days and have 5 posts before you can PM. I checked your profile and you joined on 1-21-2015. Based on that, you should be able to PM after 1-26. Hope this helps.
