Why do some threads have "rate thread" on them and others don't?

Not my area of expertise but I would say bcs someone rated the thread. You can do it.

Feel free to go into the "Testing" area here and try it out. Cool eh?

Above is my take on it. I only ever rated a thread once or twice myself.

I should rate all mine with the highest rating.

Now, when you look at the diff forum threads, you can see the rating.

And if you click on "Rating", it will bring all of the highest ratings in order to the top (or bottom if you click it 2 times).

I think the OP is asking why we can't rate threads everywhere, in which case the answer is the setting is applied inconsistently.

Here's an example Buzz. I wanted to give SB a rating in this thread but the "Rate Thread" option isn't there.

Thread ratings were intentionally left out of OT so that they couldn't be used inappropriately there.
