2005 FLHTCUI speed sensor problem

2005 FLHTCUI speed sensor problem
MY speedometer will only read up to 40mph. I have changed the speed sensor 3 diffferent times.I even removed the sensor from my 03 dresser that works perfectly put it into the 05 and still the speedometer will only go to 40mph. Any help will be appreciated. Pepper, Sabina,OHIO.

My guess is it's the speedometer head step motor itself. . Does it sweep when you cut it on? Probably not repairable. There is outfits on line that may be able to .
