Sounds like you need to either visit the dealer, or install it yourself. I don't think they started putting it on the new bikes until May of 2019, so if your bike was produced prior to that it won't have it installed from the factory.

My first service at about 900 miles.....I drained only 10 ozs of fluid out of the tranny. 2019 FLHXS. Now at about 1400 miles, no oil showing on the tranny dip stick.

As the statute reads the manufacturer or dealer has four attempts to correct the problem and our the bike has been in the shop for a accumulative 30 days or more are grounds to be refunded or replaced.

Just food for thought.
I'm in ny. I called the attorney general and they said nothing would be done until 4 repairs for same issue. But if people start filing complaints and documenting these problems more might be done. I have a 2019 electraglide with oil transferring at 1000 miles.

NY appears to be one of the few states whose lemon law covers motorcycles. In most states, motorcycles are not covered by lemon laws

This is a good page to look this up, it lists every state and the text of their lemon laws. They all have a section which defines what a motor vehicle is.

For example, Michigan defines motor vehicle this way:
“Motor vehicle” means a motor vehicle as defined in section 33 of the Michigan vehicle code, 1949 PA 300, MCL 257.33, that is designed as a passenger vehicle, or sport utility vehicle, but does not include a motor home, bus, truck other than a pickup truck or van, or a vehicle designed to travel on less than 4 wheels.
So motorcycles are not covered under Michigan's lemon law.

The issue of oil migration regarding the 2019 models absolutely exists. My ‘19 FLHXS had the issue. The speed at which the oil migrated was almost unbelievably fast. HD’s vent kit resolved the issue.

Got the vent installed on my '18 RG and no problems.

Stupid silly shame that this (and sumping) even occurs!
