Sounds like you need to either visit the dealer, or install it yourself. I don't think they started putting it on the new bikes until May of 2019, so if your bike was produced prior to that it won't have it installed from the factory.

Hey guys, I’m still waiting on the delivery of my new 2019 RKS but, after reading all these posts about transfer and Sumping it seems not all but some of these cases could be covered under The Lemon Law. At least in NY which is where I am. I’m curious to know if anyone else from NY is having these issues and has thought about going that route.
As the statute reads the manufacturer or dealer has four attempts to correct the problem and our the bike has been in the shop for a accumulative 30 days or more are grounds to be refunded or replaced.
Just food for thought.

This is a good page to look this up, it lists every state and the text of their lemon laws. They all have a section which defines what a motor vehicle is.
For example, Michigan defines motor vehicle this way:
“Motor vehicle” means a motor vehicle as defined in section 33 of the Michigan vehicle code, 1949 PA 300, MCL 257.33, that is designed as a passenger vehicle, or sport utility vehicle, but does not include a motor home, bus, truck other than a pickup truck or van, or a vehicle designed to travel on less than 4 wheels.
