Default I need help fast!

So I got the new drive clutch put in my starter and the starter mounted back up. Now I put everything back the way the diagram says. I bumped the starter to make sure its right before i button the priamry cover back and.. it spins but it spins thejack shaft bolt loose and doesnt push the shaft all the way out. Why is this happening? is there something I forgot to do?

I'm at the office right now and don't have access to my shop manual. From just browsing the starter topic some time ago, I think the cover has to be on to keep the whole thing together. I believe there is an alignment proceedure ya have to pay close attention to also.

did ya tighten the holdin bolt in the middle of the jackshaft
