Yes they are washable and reusable.

The recharge kit contains a spray cleaner and the oil spray needed to restore the filter to its maxium performance.make sure you dry the filter good before you apply the oil,The filter is made of a stiff gause type material sandwiched between aluminium mesh,if the filter isn't dry before it's oiled,the gause material will deteriorate and you will shorten the life of the filter and it's efficiency.
You can get this recharge kit at most auto parts stores, its made by K&N products for maintaining your filter set-up.
