Around here....all public safety (LEOs, Fire, EMS, etc...) have to submit to random urine drug screening. All I know is you definitely don't wanna **** a hot sample.
I have heard the same from old-timers around here about the 13 patch standing for "M" and used to be for marijuana, but can now also mean meth as well.

"Also refers to the number of knots in a hang mans noose. I have the 13 tat on my arm.If I told you the reason, I'd have to hang ya!!"
Thanks, J.W., But I'm Already Well Hung!!!
The "13" was worn well before "meth" was on the scene! Back in the mid '60's, "Life" magazine did an expose' on "Bikers" and indicated that "13" stood for the letter "M" or "Marijuana", or that it indicated that one had had "sex" with a "men"struating woman.
NO! I'm not suggesting "Life" magazine as a reliable source for your answer, God NO!!!
what about Murder, I hardly think that a 1% biker would be impressed by another member wearing a patch that represents something like a meth or pot dealer or user, why would they put a patch on for something so puny as that, there trying to say something meaningfull with the patches they wear.
I get it, not all 1%ers are the devil, but there are a few in every crowd that are just simply bad people. its just common sense.
