I had the exact same problem and it was the
hot wire that went from the battrey to the
starter it had rotted into internley at the
starter end of the wire. No B.S.

Service bulletine 1231 addresses insufficient torque on 07 touring starter mounting bolts and possible non start. The fix is the dealer pull the starter, clean any arcing, replace an exhaust clamp, and remount at the higher torque.

i have the same bike, HD replaced the part(s) for free as it is an error in their production...
