The US Marine Corps primary mission has always been to fill the role of aggressive 'shock troops'. Though they have recon people, the Corps has always shied away from special designation sub-groups...which is why you don't see unit patches and that sort of thing on uniforms.
As far as equipment goes....the Corps has always had 'hand-me-downs' from every other service branch, and being attached to the Navy has never helped in that respect (absolutely no love lost there...though the Seals and Marines get along just fine). Marine officers learn early that extreme frugality is a much desired advancement trait, and returning unused budget each year is a point of pride.....I believe that Corps is continually paranoid that it will be eliminated....it has been unpopular with some presidents (most notably Truman), and many key legislators...and so tries to compensate by running a very cheap operation (many times to the point of negligence).
