If your bike is stable at 100 and not very stable above that speed, it is probably an aerodynamics issue. Do you know what the listed top speed of your bike is?

Also, it could have been the wind conditions on that particular day or the road.

 

I had 4 loose spokes on my FLHRCI, but my bike wobbled at different speeds low and high . just my 2 cents
