Default Plastidip on footboard pans?

I ordered a set of regular rider footboards from eBay to replace the streamline ones that came on my StreetGlide (they don't do much for me). The underside of the used footboards I bough have some surface rust and pitting. My thought was to get the rust off with a wire brush and some steel wool then hit them with a couple of coats of something...would this be a good application for plastidip?

Will the surface you need to paint scrape the ground at any point? If not, then you can spray paint or plastidip them. The plastidip will peel fast if it is scraping the ground though. Personally, I would have them powder coated. Powder will last a lot longer, is more durable and if you scrape it it *shouldn't* chip or peel like the paint/dip....
