Full.....will prevent rust due to condensation. I always add Seafoam but Stabil works too.
Full tank with Sta-Bil added. After putting the Sta-Bil in, run the engine long enough to get it through the entire fuel system.
With that said, my winter storage will happen maybe a half dozen times each winter and each time will usually last for only 2-3 days at most. So I've seldom got any concern about fuel or battery.

^ Exactly correct on keeping the system full and running the equipment to make sure the whole system is treated after adding a fuel stabilizer.
When you don't store the bike full you leave a lot of room for condensation to form and subsequently leave the metal components susceptible to rust & corrosion.
The other thing I'd do with the engine is change the oil and filter then run the engine for a while. Oil collects moisture, acids, and other contaminates which if allowed to sit in the engine for long periods don't play friendly with your engine internals.
