Question Big problem!

I have a CVO ROAD GLIDE 2018. When I reach 100 km/h my bike starts to shake and with a speed of 140 km/h it is impossible to ride. I have changed front and back tires and dampers and nothing changed. Please advise!

It's under warranty, right? So take it to the dealer. It could be related to the steering head/bearings, alignment or other issues. Stop throwing money at it until it's diagnosed.

Besides that, could it also be as simple as tires being out of balance?

When I change tires I awlays balance them!

Like Nevil said above, bring it to a dealer, tires are not the only thing that can cause your issue, and at $400-500 for a set, changing tires is a very expensive diagnostic tool.
