You will need to keep using the paper until you have removed the deep scratch. If the grade you are using doesn't appear to be removing enough plastic to remove the scratch you will need to go to the next coarser grade. Then use the next finer grade to remove the previous paper marks. Keep going to where-ever 2000 or 3000 grit. Then you should be able to use a polish to remove final paper marks.
Not on plastic but on metal it is the same process to get a mirror finish. I left a couple of marks and then the process fails and I had to go back to the grade of paper capable of removing the mark and then through all the grades.
Now on the plastic windshields i think they have a UV coating. Once that has gone you will get a yellowing. It will require a coating of something to protect it.
