10yrs of sitting
Last time it ran was 2011… it’s my neighbors and I took it up as a little winter project to get it up to speed again. Im thinking…. Drain and replace all fluids…New tubes and tires …New brake pads… Plugs ..Battery.. Major pitting starting on all chrome so clean that up.
What else would you do? Anything I’m missing ?
I would change the fuel lines, if it’s fuel injected consider doing the lines inside the tank and cleaning the injectors. If it has a carb that may need a good cleaning.
Adjust primary chain tensioner and maybe check the cam chain tensioners.

Would syphon all fuel out. Put in a half gallon of new and syphon that. Put a few gallons in. Then see if it runs.
Once running, make sure you see oil coming into bag. Sure it's probably drained down in engine. Mine set almost a year and the bag drained down. It took a good 10 minutes to get it back up driving slowly around the neighborhood. It only recovers about 20% more at the same time it's pulling out for lubrication.
Keep rpm down till it gets back to normal.
If you just change fluids, the bag is going to blow the cap and dump oil everywhere. Probably couple quarts.

her riding partner passed away and she stopped riding .. I want to get it running for her again and let her decide if she wants to start up riding again or possibly sell it .

Agree with everything above . After sitting for 10 years , I would go ahead and change out the fuel filter , hose and depending on mileage , the fuel regulator . After getting it started , if you believe in fuel cleaners etc , it wouldn't hurt to add some seafoam , 1oz / gal , to clean up the injectors etc .
Get a can of electrical contact cleaner and check the fuse box , relays , connectors etc . Depending on what the weather is like out your way , you might have a build up of corrosion in those areas , wouldn't hurt to give those a clean up . The fuse box should be a give away , if it has corrosion , then I would suspect the connectors are needing attention too .

I suggest replacing all the rubber oil and brake lines. You also may have some engine and transmission leaks after running it which could be cause for some possibly extensive work to replace seals and gaskets.

I know you mentioned changing fluids, but I hope that includes flushing the brake fluid because DOT4 will absorb moisture in the air. I'd also clean the throttle plate and air cleaner, and check wheel bearings while the tires are being replaced.
