I have a 04 ultra classic with a charging problem... I replaced the stator cause it was only giving me 8.5-9.0 ac volts at idle and 18 at 2500 rpms... Changed it out and the new one also gives me 9 at idle and 19 at 2000 rpms... I'm lost can someone help me out...
Follow the instructions in the 2 stickies under electrical. Just because it’s a new stator doesn’t mean it’s any good.

Were the magnets still intact in the bell?
BTW , I used one from Cycle Electric with their Voltage Regulator. A little more expensive but I knew I wouldn’t have to go back in there
The stator and voltage regulator was purchased at j&p bikes. It's the same place Harley gets their **** from when they can't get it from thier warehouse..
Between YouTube and the Stickies mentioned, I was able to troubleshoot and diagnose my charging problem. All you need is a good meter and some patience. Good luck and let us know how you make out,

That doesn’t mean anything.
As others said. Get a good DMM, and dispose per the stickies in the electrical system sub-forum.
