There is no reason to be squirting anything into the intake on this engine, we already know the engine has SPARK.

The starting issue has persisted with two different carburetors, and two different ignition pickups, right?

This is an engine that may have never run since it was last assembled...it could be timing, maybe the little cup on the end of the cam is installed wrong, the pickup is in wrong position, the cam is not timed correctly, or maybe the cam gear is not installed properly on the cam...

If the engine has OEM pushrods, they must be installed in the correct locations.

Does this engine have adjustable pushrods, if so, pull them and remove the cam chest cover and get inside and make sure all the timing marks line up correctly.

The starter clutch is probably the issue.

super +1 mr. dan
perhaps amp draw too much and pulling voltage too low, many avenues to explore.

Reading voltage across battery posts while the starter is cranking will tell if this is the case.

Hello everyone
Thank you all for the suggestions and advice. Here is an update. I did try just a small spritz of starting fluid before I replaced the carb or the cam sensor. Didn't seem much different. Maybe a small backfire out the carb. So, I made sure the front piston was at top dead center and could see the timing dot through the peeky hole in the case before I installed the new cam sensor and new carb. I had already pulled the petcock and cleaned it. Actually flipped the spring and diaphragm to make it a gravity feed instead of vacuum until I can get a new one. I capped off the open vacuum line and checked fuel flow. It's getting fuel. The new carb is spraying fuel. I did not have a service manual for this bike. So, I went and got one. I did a resistance test on the coil and there is twice as much resistance on both the primary and secondary circuits. While doing this I also found that it has a single fire coil. I'm thinking now that even though it has spark, maybe it's just not strong enough to make it run. Does this theory make sense? I am going to swap out the coil. Thank you all again for your help. It is much appreciated.

vom is a go/nogo test at best. chances are it is a center tap coil and you cannot test it like a twin coil pack. you need the FSM.

What cam sensor and ignition module do you have? Is it possible you have the trigger wires backwards on the coil firing each cylinder at the wrong time?

Is the ignition single fire or set for single fire? Ignition and coil must be same configuration
