Mask the painted area with painters tape.Mark the hole.Use center punch.Drill pilot hole.Step up to finish drill dia.Use a countersink to deburr holes.
Mike,It may aslo be a goog idea to have some kind of backing on the backside were the drill will break thru.
For example...place tape on back side as well \\;\\\\\\;and then maybe a block of wood the same contour as the back side.This way when the drill breaks thru \\;\\\\\\;the oppisite side \\;\\\\\\;of the mat'l is pressing against \\;\\\\\\;a solid surface preventing the glass from \\;blowing out.
Get a drill bit a couple of sizes larger than the hole you're going to drill. \\; \\; Hold it in your hand, and spin it to gently shave away the paint \\; into the shape of a tapered hole. \\; \\;
 \\;
With the correct sized drill, slowly and gently drill through the material. \\; Take your time, and drill slow. \\; If you drill too fast, the edge of the bit will bite deep, and chip the paint. \\; Don't push too hard on the drill, or it will splinter the fiberglass as it exits the other side.
 \\;
Like he said, something to back up the material you're drilling into \\;is pretty helpfull, but it has to fit tightly to the surface. \\; \\; You'd want to use something like a large half-round piece of wood. \\; Something that kinda matches the contours of the fender in that particular spot. \\;
