yes the clutch assembly does spin when the bike is in neutral but the motor does not turn

Pull the outer primary cover and check the torque on the compensator bolt.

found this broken gear But not sure what is is called

Thats the Compensator.
Get the rear wheel off the floor, put it in gear and rotate the rear tire and see what the compensator does.
