Sounds like carb trouble to me. A good running stock displacement, stock geared Ironhead will top out at 110-120 mph.

First thing i'd try is to pull the carb off and clean out the jets real good. Have you done any work to it, or what's the history of the bike? another thought off hand, maybe try cracking the gas cap open a little and see if the problem goes away. A vented gas cap that won't vent will cause you to lose your mind trying to figure out what's goin on!!
