Has the carb been completely disassembled, thoroughly cleaned, inspected for broken or missing parts and reassembled?

Ok, so i have completely disassembled the carb..i have it soaking in a bucket of gas right now. I found the fuel/air mixture screw O-ring is broken. but thats the only thing i found wrong. All the jets are good and passages arnt clogged.
