Not really shuttles but there are businesses that will drive guests where they want to go. We don't really have Lyft or Uber up on the hill but they do in Rapid City. I'll check around and see if I can find some phone numbers. Many of the businesses are seasonal and closed until spring.

Only one I can confirm is Black Hills Duscount Rides. You can find them on FB. I'd recommend connecting with them to reserve your times and get them l Iocked in.
Others offer rides but don't specify keystone, most go to rapid city.

You can try Dakota Taxi, based in Lead. 605-920-2020. I don't know if they're any good anymore, but maybe worth a shot. I know the guy who used to own it, but he sold it maybe 5 years ago? When he owned it they would go all the way to Rapid, not sure about Keystone. I think they're on facebook.
