I can speak first hand on this one. Had a 17 CVO Street Glide. First motor had sumping issues, second more seemed ok. Didn't like the idea of having my motor swapped out on a brand new bike. Different story.. Anyway, traded for a 2018 CVO Limited with the 117. Seat of the pants dyno, my 114 had more low end torque (below 2800 RPMs). Seems like I am down shifting more now to get power.
My opinion is that the 117 is in desperate need of a cam upgrade. Again, my opinion but I think HD didn't get it right (the cam) on this one.

I own both and feel the new 117 is every bit the 114 and then some. My new RG is the best factory exhaust to date original. I have owned many CVO’s over the years. And every time I get a new CVO I immediately change the mufflers and or Head Pipe and mufflers. So far not doing it on the 117. And to me she has the best sound yet factory when you get on her she really sounds sweet. And yeah mild on idle but once you get into her she sounds the best yet factory IMO. And yeah its an opinion but that’s what the Forum is LOL. And here’s mine:

I put 20526 miles on my 17 CVO Street glide before I traded it on my 18 CVO Road Glide, which now has 4468 miles on it.
I think the 117 is slightly stronger motor. Seems like just a little more torque down low.
I do not feel the motor alone would make it worth it to up grade, as a simple Woods 222 came in the 114 and it would really out perform the 117.
I did the change as I wanted back on a Road Glide. My 17 is the one and only batwing I have had, it lasted 11 months. This is my 4th CVO road glide and I still have my CVO Road King.
