Default pushrod tubes

This is probably a foolish question but I'm not sure where the short pushrod retainer goes.
Can someone enlighten me please?

The pushrod tube consists of the chrome lower tube, zinc upper tube, a center spring cap and the retainer. The upper tube goes through the cap, spring, washer and seal, then into the lower tube. The lower is placed into the tappet block and the upper is extended into the rocker box. The retainer is placed against the lip of the upper in the rocker box and the spring cap is compressed and the bottom of the retainer is pushed against the upper tube.
