Here's some help. I've got one of those limp dick looking exhausts too. The spacers are 1/4" thick. One for each bolt. Lots of room between the peg mount and the fender on my '13 FXDC. Not too familiar with the Bob so your results may vary.

No @F86 thanks but unfortunately the bracket itself for the peg won't clear the exhaust and to what I have been told if space it the fender will hit.

I had the same issue, and I came up with a novel solution.
I took two pieces of scrap metal, marked them where the holes were supposed to be for the bolts, drilled them, and welded them to 2 2” pieces of threaded pipe from Home Depot. Length was approx 2.5” for the mount riser. Put a washer on top of each 3.5 inch bolt I bought in 3/8ths, and mounted it. The right side peg is about 2.5 inches higher than the left, but it’s not noticeable when I sat in it.
I probably could have made it look nicer by panting it or housing it in sheet metal, but it’s a workable solution. Also, it barely touches then rubber fender guard.
