Here's some help. I've got one of those limp dick looking exhausts too. The spacers are 1/4" thick. One for each bolt. Lots of room between the peg mount and the fender on my '13 FXDC. Not too familiar with the Bob so your results may vary.
I have a 2015 street Bob with V&H 2into1 Big Radius I recently tried to add passenger foot pegs and they won't clear the exhaust. I pulled out the directions and started reading the dealer installed the exhaust before I brought it home but as I looked it should have come with a spacer after calling V&H they don't supply the spacer any more because the mount for the peg where it attaches to the swing arm will hit the fender. Does anyone have any suggestions or been through this....

ditch the walmart pipes... problem solved. (talking trash and have V&H grenades on my sportster )
I had the same issue, and I came up with a novel solution.
I took two pieces of scrap metal, marked them where the holes were supposed to be for the bolts, drilled them, and welded them to 2 2 pieces of threaded pipe from Home Depot. Length was approx 2.5 for the mount riser. Put a washer on top of each 3.5 inch bolt I bought in 3/8ths, and mounted it. The right side peg is about 2.5 inches higher than the left, but its not noticeable when I sat in it.
I probably could have made it look nicer by panting it or housing it in sheet metal, but its a workable solution. Also, it barely touches then rubber fender guard.
