He has the key, it just won't lock the ignition. The switch itself does work to turn the bike from off to on to accessory, the lock in it just doesn't engage.
Good to know on the passenger floorboards! I would have assumed that they were stock.
FWIW the ignition locks on the softails are easily defeated by a large pair of channel locks.
If your concern is locking the bike up keep going with the padlock on the trees.
