I'd be frustrated as well, but can you post up some pics of these two areas so we have a visual. Any damage is unacceptable & they should fess/offer up some type of compensation. What are you expecting from the dealer?
I expect my bike to look like new. It was only 2 months old when it got chipped. Gave them all winter told them I expect it to look like it came off the show room

I Don't Know to take that as a smart *** response or if your serious. Fix it right. Because if they don't fix it right I will take it apart and do it myself
The question seems a little odd to me. The question maybe ought to be "what would the dealer do if...?"
Dealer is responsible for his employees - though an argument can be made if the employee does a willful and intentional tortuous or criminal act.

Now. Procedure according to law... Always keep all notes in real time, keep log up to date, never dispose of any paper... Write letter of demand. Things said in audio mean zilch. Get gogogadget mirco recorder... Take pictures (you made a good start) Are there "before" pictures? (important in court)

The chip on the frame is right on the main downtube right by the bracket that keeps the engine center. The second picture they are a little chips in the new lower faring. And the third picture is the new stickers that they install that are already worn through

Well, everyone has their standards as to how they expect their bike to look. Personally, I would want the painted parts replaced. As far as the frame, I would want a pro to make it look like it never happened. I disagree with stripping the bike and powder coating. That's like getting a nick in your car fender and asking for a whole car paint job. More importantly, I wouldn't want the guy who can't even take lowers off without scratching them taking my bike down to a bare frame and reassembling. The sticker I wouldn't give a crap about. I would rather it not even be there. If I want a good read I'll pick up a book.
In the end, personally I try not to sweat the little things. If this happened to me I would expect a reasonable effort be made to make me happy. You can't un-scratch factory paint and sh*t happens, so I wouldn't expect perfection. I would shake it off and ride the bike.
O.P. ... Years ago I had a guy drop off a car for repairs. At the counter he stated "There's not a mark on my car and I expect to get it back the same way" ... There were a couple of people in the waiting area who took notice to what he said too. So I asked him to step out with me and we'll take a look. After pointing out more than a few places where "perfect" wasn't living anymore, we stepped back inside and started over. My point is do you scrutinize your ride every time you step off it? Is your scooter impervious to the stray pieces of granite being hurled at it while driving down the road? What repairs were done that would cause the marks on the chassis? I appreciate your position but have to wonder if you were fully apprised of the condition BEFORE you dropped it off. Not trying to stir the pot just wondering if you are really being objective?
The people who work at Harley dealerships are human just as all of us are. **** happens, it's called life. Now, with that being said.....they have an obligation to fix it and make it right if they did in fact do it, and by my opinion that had better happen and it'd better look good.
If they make an honest attempt at apologizing and fixing the issues, and they do a good job at that, I would forgive them and move on. If they don't care or make a half-assed attempt at making the bike look good again, I'd be pissed and raise some hell.
I work on multi-million dollar corporate aircraft, and yes sometimes things do not go our way and things get scratched or scuffed. We make every attempt to prevent it, but it happens. The difference maker is in how we handle it. We do what we can to make it right. Sometimes that means we have an entire area re-painted. Sometimes the customer just asks that it be touched up. Either way we take pride in fixing it.
If it can be touched up and buffed to look nice and is acceptable to the owner, great. Obviously the dealer isn't going to want to take the bike apart and re-powder coat the frame. That will have to be between the dealer and customer. I would be ok with an honest attempt of touching up and buffing, but that is me. I'm not everybody.
