My 2016 FLHTK blew the 10 amp fuse also, that circuit work the fans and water pump, my water pump went out at 13100 miles, the water pump locked up and would not run, in turn causing the fuse to blow.
If it's under warranty, take it to the dealer and have them check the water pump/fans and complete circuit.
Another clue lies in the fuse's element. If it's barely open, a overload is generally indicated. If it's wide open, conversely, it usually means a short in the circuit.
While activating all devices, try tugging harnesses (gently). If you've added devices try disconnecting them. It may be that if the fuse is barely open, and you've tapped into that circuit, a 5 amp higher fuse may be needed.
Check for a short on the main cable. I had a mouse chewing on the cable and he stuffed a piece of bread in there too. See pic. New cable fixed it.
