I was told whatever you are thinking add 2", because once they're installed you're going to wish you went higher. When I did mine I did 12".. I was thinking 10, listened to the advice and went to the next size like people said, plus I still wanted to use my stock fairing mirrors, didn't want to add mirrors on the bars. I'm very happy with the 12's.
This will kind of give you a general idea for bars up to 14" as to where your hands and arms will be in relation to the fairing. Then you can sit on your bike and put your hands and arms in a position that you think you'll be comfortable.
OP; Don't measure bars by "guessing" height...you need to "measure." Sit on bike, hold hands where comfy, measure from clamp/riser to hand position & round up (if needed). There's your height.
I went with the 10" LA Choppers to keep my hands behind the batwing but now wish I'd have gone with the 12". Also I had not heard of the tap/bolt or neoprene bushing suggestions but wish I had due to the flex I feel.
I did 10" LA Choppers... what a difference. That said, i think 12" would have been good too. Better? IDK Can't go wrong either way.

I did swap my bushings out while I was at it, but I still have some flex... more then I expected.. I had not heard of the tap/bolt mod either, but think its a great idea. If I decide to redo my bushings at some point I'll be doing the tap/bolt mod too.
