How come your cone is now a can?

On the stud, first try hitting it with a punch tangentally to get it to back out. If that doesn't work, center punch it, drill a small pilot hole, then get some reverse drill bits and drill bigger and bigger until it comes out. If you can get to it with the drill, I don't think you need to pull the head.

Ok thank you will do it has a older S&S nose cone the previous owner wanted a sleeper so that's what he came up with ..... He even machines S&S off of the cases and heads. He didn't do it Hannons machine shop in the Bay area. I wish he would have left them on there

Before doing anything have him use stud extractor on the one good stud to see how easily it comes out first.It may not and that would also mean the broken one wont either. In that case it's best to pull the head and replace both studs. If it does just break free and spin out, then if your guy is good with a TIG welder, just building up a little nub on the broken stud to grab and turn it out.The heat from welding on it makes the stud expand in the aluminum, and as the stud cools, it allows you to back it out. IF he can get in that tight space. If not, he just has to be good enough to drill dead center and then use an Eazy Out to remove it. But again, fist make sure the other stud breaks loose and spins out easy.
