Take a look at the picture below, there's a radiator at the front, it must be for some form of liquid-cooling. The spec doesn't say much about cooling though.

HD took that idea from the Victory motorcycles and the wet sump and the mono shock . I'm thinking that they could even called one of the new bikes an M8-ball .

Wet sump as been around since the beginning of the internal combustion engines...mono-shock been around almost as long as Harley...this one is a 1906.

So if someone else does something Harley does they're a Harley Clone but if Harley does something somebody else's does they're just adapting old technology?

I don't think anyone has ever copied Harley technology because they have never had any to copy...they were always years behind in my lifetime...lol.
Lot of companies have tried to copy Harley's look...which Harley copied from the people who customize bikes...most anything that becomes popular in the custom world...Harley will put out a watered down version in a few years...still surprised they haven't put out an SG with a big front wheel.
