Jack, I am gonna look but I believe if you are stopped and instructed to step out of your vehicle by a law enforcement officer you are obligated to do so. Couple of Supreme Court Cases in favor of LEO on this point.

not in Oklahoma.. and yes they can demand anything they want, in oklahoma you can remain in your vehicle. i was well within my rights and as you can see he knows this other wise if he had the color of law to back him he could have smashed my window and taken me out. they must have probable cause and he did not, even after he lied and said he could smell the odor of alcohol you notice i wasnt removed because he knows that i would had submitted to a states test and then sued. know your rights and stand your ground. long live the republic!
