It is not shocking for California dealerships to still have 16s. Some of these dealerships sell a ton of bikes. They get orders in of 200-300 bikes at a time. People around here, that I have experienced, tend to buy new model years.
Also, there are a lot of HD dealerships in California. I have 5 within 30 minutes of my house. I have been in SoCal for 5 years now and just last month went to one dealership in my area that I had never visited before.
With so many here, people tend to go to the closest 1-2 and call it a day. That is my experience at least in my circle of friends.
