Well touring bikes are baggers but personally I also call any bike with just the hard saddle bags a bagger since I've seen bikes with just hard saddle bags and nothing else like a fairing. But if it just has the soft leather saddlebags then it's not a bagger.

except in the case of the road king classic. it is a bagger, but it has soft leather bags.....
i say, if it comes from the factory with bags, then it is a bagger. if you add bags after the fact, then it is an 'x with bags'......
