I've seen some kits like this on ebay for not too much $. hardware kits for the springs and front mount point, and then buy a bobber seat pan. have a local auto upholstery shop pad and cover the seat to your liking. bring them a picture of this bike and seat as a design reference. that should save you some $$$.
another option..I forgot, Danny Gray makes a bobber seat very similar to the heartland for a lot less but you would still need to grab some mounting hardware (fairly cheap and you could probably find a little more local) and a frame cover..not sure you would be saving much but a fun project to tackle!
