I did eventually replace my Pulley bolts with some Grade 8 hardware so I won't have to do that again. I haven't had to replace the disc bolts.
Those bolts are supposed to be replaced because after stretching during install they won't hold the torque the same if removed. That's the theory anyway. I don't remember seeing anywhere that those bolts are "prevailing torque" fasteners that require replacement.
Being a safety item, you can make your own decision on whether to replace them or not.
I just went through the same thing on my Limited.... replaced the rear disc. Manual says to use new screws, is pretty adamant about it. I mentioned it on HTT forum & everyone said just reuse them.
I had already bought & used new ones.

do a search on here and you will see many wheels ruined because of pulley bolts that fail, loosen and shear off after working the holes oblong and backing out. Harley says replace bolts for a good reason.
