Parts are not allowed on any registered vehicle in the state of CA if the parts aren't CARB compliant.... meaning they meet EPA/CARB standards or have tested and received a CARB EO (executive order).
Some merchants won't allow their Non-CARB parts to ship to CA
Some merchants will ship them, with the caveat that they are "for off road use only".
If it's the manufacturer that won't let them ship to CA, you're out of luck.... unless you pay to ship them to a friend in another state, who will turn around and ship them to you.
If it's a vender who is refusing to ship any non-CARB compliant parts to CA, find a vender who carries that part and will ship to CA under the "for off road use only" caveat...
