Default Rake question / Fatboy

Can someone help me understand this statement?

"Hi all, its been a while. For those who have seen pics of my Fatboy and know the history behind the initial rake which was done with Covington 3degree trees. I have added another 4 degrees at the neck for a total of 39 degrees. Its a very subtle difference but noticable. The 3 degrees at the tree really helped in that the front end does not feel heavy at all."

How does someone add 4 degrees at the neck? Is he saying he cut the frame?
And he says he had an initial 3 degree tree for a total of 39 degree rake?

Just asking because I liked the stance of the bike pictured with this statement, and I'm trying to decide how much rake I want to add to my Fatboy.
