Yr1990 softail 1340 just started it up and looks like it has just dumped what I think looks like petrol with oil under the engine help as to what has caused this

Need more clues as to the vicinity of where the fluid came from.

Looks like it came from the pipes in the middle or the bike as the engine is dry ?

If you haven't run the bike for a while it could be coming out of your breather system and is typically due to sumping.
This is where the oil in the oil tank over a period of the bike not being used tends to end up in the crank case and on start up a proportion of the oil, rather than going back into the oil tank ends up being pushed out of the breather.
If that is what has happened it isn't anything to be concerned about other than the mess it causes if it catches you unprepared.

Just to confirm though, this generally only happens on a Softail that hasn't run for a while for it to be considered a characteristic rather than something to worry about.

not just a softail issue...I had an '89 fxr that would do the same thing after sitting or a couple of weeks. I know, shame on me for letting it sit for that long, lol.
