will a swingarm bag still work with the chrome swingarms covers?

Yes, it would work. My bag used leather straps at first, but I quickly went to zip ties to secure the bag. I found that 2 ties through each of the 4 holes worked perfect. With the ties, the extra size added by the covers will not affect the fitment. The bag will destroy the chrome over time however. To prevent that, you may wrap the area with electrical tape to protect it.

I went with the "Bobber Bracket" rigid mount. That might help save the chrome.

Depending on how much storage you are looking for you could always get a slightly smaller bag to give room. I did this so mine would fit behind my side mount plate. I would also second the rigid mount. I went with this bag from Viking (https://www.vikingbags.com/dyna-moto...-swing-arm-bag) that is meant for a dyna and then just cut off one of the tabs and used my rear peg mount, a locking washer, and some lock tight (just to be sure it didn't work it's way free). It's been on for about 5k miles and hasn't budged.

Looks like the OP has passenger pegs installed. Viking makes a swingarm bag for the SoftTail too (That's the one I have.) Due to the rigid plastic backer, it makes it relatively easy to install with the hard mount kit. No picnic, mind you, but not bad.
