Default Need help

I'm trying to change out my rear brake light plate on my 97 heritage softail but when I got the 2 nuts off the screws inside the fender it won't budge....what am I missing?

Which one ? I know dumb question , standard tail light or tomb stone ? The standard has only 2 bolts that hold it , someone could have added two sided tape to prevent it from moving when changing out a bulb . If you have the Tomb Stone , there are 3 nuts .

Standard light, I'll just have to get a little tougher with it I guess,lol

Before you get to preying that off , remove the two screws and cover if you haven't already done that .
