Fro what I understand , it's called an " active Intake " . Simply put , there is a solenoid on the back of some stock air cleaners which opens a valve to let more air in . Not sure if your bike will have this , being an American model . If your air cleaner housing doesn't have one , just tie it out of the way . If your bike has an aftermarket air cleaner , then it was probably disconnected and not needed .
Do a search for " Active Intake " and you'll see some videos , which might explain it better than I can . I hope this helps ..
