Default Handlebar problem.

I have an 06 Deluxe, and my handebar risers keep twisting out of alignment. I can't get them tight enough because, I think, the rubber inserts won't allow it. Can I remove those inserts to get a solid connection with the risers? BTY I have 12 " apes with a 4" risers. Also so there's no confusion, the handlebars are tight it twists at the risers and the top tree.

Stock rubber bushings are worn out. Common problem. Replace with polyurethane or solid bushings. Both are inexpensive and will firm things up.
