Default Swingarm problem

Preface: 2005 Softail Deluxe FLSTNi- "was lowered 1 1/2" before I purchased". Standard 70t pulley, not sure if belt has even been replaced.

I recently inherited a chrome swingarm from my father-in-law. Upon installing this morning, I found that the chrome swingarm is 1/2" shorter than my "stock" swingarm. When I measure from the centerpoint of frame pivot bolt to the farthest point in rear axle slot:
Stock: 17.5"
Chrome: 17"

After it was all installed, I found that I can't get my belt to tighten enough: axel is all the way to the back of the slot. Damn. Thats a lot of work to install.....now, what do I do? New belt? Drop the belt size by a couple teeth? Skip it?
Any thoughts? Thanks in advance........

You sure you got a 70t? I was reading stock was a 65t.

2005 is 70x1 1/8". 65 tooth is pre 2000. Maybe that swing arm is off an evo softail?
