Default Rocker: side mount plate and saddlebags help

Hi all,
A good friend of mine wants to do a side mount licence plate on his Rocker, but has saddlebags that mean the plate mount has to be further to the back of the bike than most of the standard mounts allow.
I was thinking either either a stretched out mounting arm that locks to the swing arm (long mount though), or perhaps attaching it to the rear indicator mount (worried about too much stress on the fender). Any help would be appreciated.
Does anyone have any photos that show a solution?
