This may be posted elsewhere, but just for information I took my 2011 Fatboy to 2 Harley dealers to verify the odometer. I bought it used and my title said "Not Actual Mileage" when it arrived. Both dealer computers verified that the mileage on the motorcycle's odometer was correct. One tech told me that when the speedo is changed it gets the mileage from the computer. When the computer is changed, it get the mileage from the speedo. I asked why both couldn't be changed at once. He said that can only be done at the factory when the motorcycle was new, otherwise, it wouldn't work. I'm just posting here what I was told. If anyone knows this to be incorrect please post a reply.
I had to replace my broke speedo on my 06 1200C and my indy ordered it through HD and he had to send them the old speedo so they could match the originals milage. This was a few years ago. Your bike is different and newer so it must be different.
Someone just screwed up. Either seller checked the wrong box or DMV checked the wrong box. Probably seller. I would start at DMV. With a certified letter from a dealer, DMV may fix it. However, if the seller checked it wrong, getting most DMVs to change it over what the seller said is tough.
The seller will have to get it fixed by telling them he made a clerical mistake..

When I up graded /changed out my speedo on my 08 to a HD tach combo unit, the new speedo had to sync with the ECM to read the existing mileage before it would marry to the bike.
If there was a problem then an diagnostic error code would show.
I wasn't aware that if you changed out the ECM then the mileage would come from the speedo but then were else would it come from.
I'd like to hear what would happen if lets say your speedo blew up then your ECM blew up a few days later on your way to pick up the new speedo. According to Murphy it could happen.
