I bought a Harley Softail from a friend of mine and he past away a couple days later and I'm trying to figure out what size moter it has so I can fix

Sorry cant help u. Not sure how familiar u are with Harley, but neither of those vin numbers are Harley. They would be aftermarket.
Id say u have a custom motorcycle,, not a harley softail. This makes it difficult for getting the right parts, for your bike.

The number "1D9SS64D4SH251639" not a valid Harley VIN. If you could take a picture of the VIN on the neck for the frame, that would help
The number "DKM810271" would be a valid HD Engine Identification Number (EIN), but something is missing in the first four digits... a letter or a number is missing. If what you wrote is partially correct, that is not a Twin Cam "B" engine (softail). It is a Twin Cam "A" engine (touring) and it appears to be missing the year code.
DK = FLTC Shrine
M = Twin Cam 103"
Year code missing
810271 = last six of VIN the bike came installed in from the factory.
That's just a guess, based on what you posted.
If you could take a pic of the EIN on the primary side of the engine, it would help. It's located on the top of the left side case, between the cylinders. The first four digits are the critical ones for decoding the engine history..
Here's a pic of the VIN on the neck, followed by a pic of the engine number on the case.
Ran it through the NHTSA vin decoder, got the same results @Jackie Paper got.
