I have a buddy that flat blacked his'91 Fatboyand has the stock wheels chromed. Looks okay on his bike, but thelook is a little dated now. You're better off with different rims or spokes or ??? Whatever floats your boat.
As for chroming, it's been done by a lot of people on a lot of bikes so YES, it's do-able and you should have no problems. Problem is, a lot of companies charge you just as much for the chroming as a set of rims off of Ebay.
