front hub cap

07 deluxe is the front hub supposed to turn by hand or stationary

It's held to the spacer with a snap ring. I just removed mine last night.

you can turn by hand with a small amt of effort ( bnot sure about a snap ring ) but reality it is usually "jammed" in pretty tight and will rotate with wheel
