Default Chrome Wheels Flaking

Last June my brother bought a 15th Anniversery edition FatBoy. It comes stock with chrome wheels. The chrome is starting to flake off the wheel all around the little machined holes surronding the perimeter of the wheel. The Stealership says the cause is the brake dust building on the wheel and holding condensation. He will call H.D. and see what they can do about it. Has anyone ever heard of this problem.
